Negotiators on the behalf of the city of Minneapolis working with the state of Minnesota have agreed to ban the use of chokeholds in the Minneapolis PD. The agreement is expected to be approved by the city council by Friday.
While this agreement explicitly bans chokeholds and neck restraints, it also enacts certain regulations to protect citizens against excessive use of force by the police. If a police officer witnesses another office using a chokehold or neck restraint they are required to report it immediately, and the agreement is enforceable in court. In addition, if an officer witnesses an excessive use of force and fails to intervene both verbally and even physically they are subject to the same punishments as the officer using the force.
